I.                    OPENING/CALL TO ORDER

 

In accordance with the State’s Sunshine Law, adequate notice of this meeting was provided by mailing a notice of the time, date, location, and, to the extent known, the agenda of this meeting, to the Princeton Packet, The Times, The Trentonian, Home News Tribune, and West Windsor and Plainsboro Public Libraries. Copies of the notice also have been posted in the Board Office and filed with Plainsboro’s and West Windsor’s township clerks and in each of the district schools.

 

RECOMMENDATION TO ENTER INTO CLOSED EXECUTIVE SESSION

 

WHEREAS, Chapter 131, P.L. 1975, also known as the Open Public Meetings Act, authorizes a public body to meet in executive or private session under certain limited circumstances, and

 

WHEREAS, said law requires the Board to adopt a resolution at a public meeting before it can meet in such an executive or private session,

 

NOW, THEREFORE, be it resolved by the West Windsor-Plainsboro Regional School District Board of Education:

 

A.  That it does hereby determine that it is necessary to meet in executive session to discuss matters involving personnel and negotiations.

 

B.   That the matters discussed will be made public if and when confidentiality is no longer required and action pursuant to said discussion will take place at a public meeting.

1.   To accept the revised 2002-2003 Nursing Services Plan dated April 29, 2003, for        submission to the County Superintendent of Schools as part of the October 2002                 Assurance Annual Report (QAAR).  This report is a requirement of the State’s                                                          Monitoring and Reporting Program.  (Copies available at the meeting.)

 

B.     FINANCE

6.   Award transportation quotation contract for the 2002-03 school year for a Special Education Route between West Windsor-Plainsboro Regional Schools and Rick Bus Company to transport Special Education students to Garfield Park Academy at a per diem of $190.00 from April 28, 2003 through June 30, 2003 (Pro-Rated).  Route #WGPA – Multi Contract #WWR6.

Professional Services

 

10.  These contracts are awarded without competitive bidding as “professional services” under the provisions of the Public School Contracts Law (N.J.S.A. 18A:18A-5), because such services are to be performed by a person or persons authorized by law to practice a recognized profession that is regulated by law.

 

      a)   To authorize the execution of an agreement with Municipal Capital Management, school  district financial advisor, for the 2003-2004 school year.

 

      b)   To authorize the second year of the two-year agreement between Independent Child        Study Teams a Division of Sylvan Learning Systems, Inc., and West Windsor-           Plainsboro Regional School District to provide nursing services to non-public school            students within its district as mandated by the State Board of Education in accordance             with Chapter 226 of the Laws of 1991.

 

Rates

 

11.  To approve the rates for the following professional services for the 2003-2004 school year:

 

a)   The Law offices of Robert Martinez, Attorney at Law for the West Windsor-Plainsboro Regional School District, at $145 per hour for partner level attorney services, $140 per hour for senior associates, $135 for associates and not to exceed the hourly rate of $95 for paralegal services.
